Construction Safety Training and Certification Tracking

Training attendance, certification, qualification, and competent-person authority are related but not interchangeable.

Competent person

Under 29 CFR 1926.32(f), a competent person must be able to identify existing and predictable hazards and have authority to take prompt corrective measures. Additional activity-specific provisions may apply.

A person is not competent merely because their name appears in software or because they hold an OSHA 30 card. The designation is a qualification determination the employer makes; software can track it, but it does not confer it. What the system should track

• activity or regulatory scope;
• employer designation;
• training and qualifications;
• experience;
• issuing organization;
• certification number where applicable;
• effective and expiration dates;
• project assignment;
• authority granted;
• inspection responsibilities;
• restrictions;
• renewal requirements; and
• backup coverage.

Training versus comprehension

Attendance demonstrates presence. Effective training must address the task, hazards, controls, language, literacy, worker questions, and verification of understanding where required.

Toolbox-talk sign-off should not be substituted for formal, activity-specific, equipment, or regulatory training.

Expiration and project coverage

Certification tracking becomes operational when it identifies who is assigned to upcoming work, what qualification is required, whether it will remain valid during the activity, and who provides backup coverage.

An expiration reminder without connection to project demand is administrative. A warning that next week’s excavation lacks verified competent-person coverage is operational.

Access and verification

Subcontractors may upload qualifications and receive renewal requests, but authorized company or project personnel should verify acceptance. Preserve the submitted document, review status, reviewer, dates, and superseded versions.

Readiness workflow

Before a high-risk activity starts, the system should compare planned work with required qualifications, assigned personnel, current credentials, employer designations, and replacement coverage. Exceptions should reach the superintendent or safety lead early enough to correct the gap.

Common failure modes

• A credential is uploaded but never reviewed.
• The certificate is valid, but it does not cover the assigned activity.
• The qualified person is assigned to another project.
• Renewal reminders go only to the worker, not the responsible employer.
• Training attendance is treated as competent-person designation.
• The designated person lacks real authority to stop or correct work.

Certification tracking becomes safety control only when it connects evidence to the actual work and authority.
