Establish rules before reporting
The method should be defined before the work is measured.
For each work package:
- Define the scope boundary.

- Front-loaded low-effort milestones
- Earning acceptance before evidence exists
Physical percent complete
Qualified reviewers estimate physical completion based on observable work.
This can work for complex packages that resist unit measurement. It becomes weak when:
- Criteria are undefined
- Large increments are used
- The responsible contractor self-certifies without review
- Remaining complexity is ignored
- Percent complete advances while forecast finish does not
Document the basis and evidence.
Cost-based progress
Cost-based progress uses incurred cost relative to expected total cost.
It may be appropriate for certain reimbursable or level-of-effort work. It is often misleading for physical production:
- Expensive materials can post before installation.
- Mobilization may be front-loaded.
- Inefficiency increases cost without increasing output.
- Invoices can lag.
Spending proves financial activity, not installed scope.
Level of effort
Level-of-effort activities earn progress with time for work that supports rather than produces a discrete physical output, such as general supervision.
Use it carefully. If too much of the plan is level of effort, performance can appear on plan while physical work is late.
Binary and fixed-formula rules
For short activities:
- 0/100: no value until complete
- 50/50: half at start, half at finish
- 20/80 or similar: limited value at start, majority at finish
These reduce subjective status but can distort many long-duration activities.
Evidence
Evidence may include:
- Quantity tickets
- Inspection acceptance
- Photos tied to location and date
- Test reports
- Delivery records
- Approved submittals
- System turnover
- Field verification
Evidence should be proportionate. Excess documentation can become more expensive than the control value.
Progress versus schedule status
Physical progress and time status are related but distinct.
A package may be 70% physically complete and still:
- Miss the remaining-duration plan
- Lack required predecessor work
- Be off the critical path
- Have an unresolved inspection
- Be unable to finish because of material
Schedule status needs actual dates, remaining duration, and logic—not only percent complete.
Progress versus billing
Billing progress may follow contract schedule-of-values rules. Operational progress may use different control packages.
